Job Title: Health Policy Associate – Strategic Planning and Innovation Group

Job Description:

The State of Tennessee is hiring a Health Policy Associate who will have significant responsibility working on an ambitious payment reform initiative with the major health care stakeholders in Tennessee. We are looking for an associate to help design, implement and evaluate episodes of care.
Governor Haslam launched the Tennessee Health Care Innovation Initiative to transform health care in Tennessee into a system that is organized around producing high-quality, high- value outcomes for Tennesseans. The state is leading by example with state-purchased health insurance, including our TennCare program and our state employee Benefits Administration, as well as working with a coalition of commercial insurance carriers. The Tennessee Health Care Innovation Initiative has three strategies – primary care transformation (including multi- payer Patient Centered Medical Homes and Health Homes for TennCare's severe and persistently mentally ill population), episodes of care, and long- term services and supports.

The position will be part of the Strategic Planning and Innovation Group, the health policy office that takes on special projects that impact major state health insurance programs such as TennCare, state employee benefits, and CoverKids. We aim to be at the cutting edge of health policy issues. We have a small staff, but our impact is magnified by the large programs that we advise.

The specific duties of the Health Policy Associate are:
1. Lead meetings of key stakeholders such as TennCare managed care organizations, private insurance companies, health insurance purchasers, and hospital and provider associations.
2. Be the expert on the episode of care payment strategy, including supporting the development of base episode of care definitions, participating in design discussions with Tennessee clinicians, and reviewing final technical documentation of episode design.
3. Manage implementation of episodes of care across multiple payers.
4. Manage contracting relationships with consultants and provide oversight of analytical process as well as project deliverables. Experience with procurement, vendor compliance monitoring, and contract management required.
5. Manage at least data analyst employee.
6. Perform other duties as assigned by the Director or Deputy Commissioner.
7. Demonstrate ability to work independently within an area of primary professional or technical expertise and with minimal supervision. Conduct analyses and investigations to resolve routine problems, generally without assistance.

Minimum Qualifications:
-Masters level education in a related field such as Public Policy, Public Health, Business Administration or Economics (with a focus on health care or health insurance) or equivalent work experience in health insurance, health care delivery, health policy, or health insurance regulation;
-Proficiency in Microsoft Office software including Excel;
-Excellent written and verbal communication skills;
-Good presentation, questioning, and listening skills;
-Demonstrated time management skills and proven ability to manage multiple tasks simultaneously while completing work within allocated time frames; and
-3-5 years work experience.

Desirable Qualifications:
-Experience with payment reform initiatives, health care billing codes, statistics, and/or health care economics. -Experience in health care delivery (hospital, physician practice, etc.)

The job location is in Nashville. Applications will be accepted for this position on a rolling basis. The Health
