Job Description:
Governor Haslam launched the Tennessee Health Care Innovation Initiative to transform health care in Tennessee into a system that is organized around producing high-quality, high-value outcomes for Tennesseans. The state is leading by example with state-purchased health insurance, including our TennCare program and our state employee Benefits Administration, as well as working with a coalition of commercial insurance carriers. The Tennessee Health Care Innovation Initiative has three strategies –primary care transformation (including PCMH and Health Homes for SPMI population), episodes of care, and long-term services and supports
The position will be housed in the Strategic Planning and Innovation Group, the health policy analysis office within Tennessee state government that takes on special projects that impact major state health insurance programs such as TennCare and CoverKids. We aim to be at the cutting edge of health policy issues. We have a small staff, but our impact is magnified by the large programs that we advise. We are looking for an analyst to help design, implement and evaluate of episodes of care and primary care transformation within the Health Care Innovation Initiative.
This position offers a unique opportunity to work on an ambitious payment reform initiative with the major health care stakeholders in Tennessee.
The specific duties of the Payment Reform Analyst are:
1. Provide input into the design of each episode of care, including supporting the development of base episode of care definitions, participating in design discussions with Tennessee clinicians, and reviewing final technical documentation of episode design.
2. Support the design of the initiative’s multi-payer PCMH and health home model, including performing supportive analysis on population demographics and utilization practices, participating in design discussions with Tennessee clinicians, and supporting the design of provider performance dashboards.
3. Support the initiative’s implementation of episodes of care and primary care transformation within TennCare’s managed care organizations as well as a broader state-wide adoption.
4. Program and maintain episode of care detailed business requirements, including updating episode definitions and communicating changes to stakeholders.
5. Support the episode of care and primary care transformation evaluation consultant with tasks such as development of testing criteria, change analysis, data tracking.
6. Demonstrate ability to work independently within an area of primary professional or technical expertise and with minimal supervision. Conduct analyses and investigations to resolve routine problems, generally without assistance.
Minimum Qualifications:
• Masters level education in Computer Science, Statistics, Mathematics, Economics (with a focus on health care or health insurance) or equivalent work experience;
• Demonstrated experience with analytics and quantitative/data analysis, specifically with claims data;
• Background in statistical packages (R, SAS, SPSS) or database language (SQL, Access);
• Excellent written and verbal communication skills;
• Demonstrated time management skills and proven ability to manage multiple tasks simultaneously while completing work within allocated time frames.
Desirable Qualifications:
• Experience with payment reform initiatives, health care billing codes, statistics, and/or health care economics.
• Experience in health care delivery (hospital, physician practice, etc.)
• Experience stakeholder engagement (payers, providers, etc.)
