Minimum Qualifications:
This position requires a Bachelor’s degree in health administration, a biological science, physical science, nursing, clinical laboratory science/medical technology, or public/community health and one year of relevant experience. A Master’s degree in one of the above fields may substitute for the work experience requirement.
Preference will be given to applicants with fundamental knowledge of public health, HIV/AIDS prevention, disease surveillance, disease investigation and experience using Microsoft Office computer software (Word, Excel, Access). Further preference will be given to those with experience working with data/databases, using statistical software for analysis of data, conducting disease-related investigations, and interpreting clinical laboratory data.

Summary of Work:
This position will assist the division director and state epidemiologist with activities pertinent to the HIV, STD and Viral Hepatitis Surveillance activities. The position will be responsible for the completeness and timeliness of disease investigations for nearly 5,000 reportable conditions each year. Duties include, but are not limited to:
Oversee and conduct disease investigations of HIV, Viral Hepatitis and STDs within the state. Initiate field investigations of newly diagnosed cases, including assignment of local field epidemiologists to conduct patient interviews. Enter and maintain sensitive data in electronic surveillance systems. Perform monthly data transfers via eHARS to CDC servers as well as updating/troubleshooting within eHARS. Investigate lab reports of potentially unreported cases to determine the cause for testing. Organize, clean and analyze data with appropriate statistical programs (i.e., SAS) for epidemiological purposes. Interpret statistical results, draw conclusions, and communicate results to programs in person or in a variety of display formats (e.g., articles, fact sheets, technical reports, epidemiologic profiles, etc.). Prepare data as requested for presentations and grant application purposes. Disseminate program data to program managers, policy makers, stakeholders and other staff while ensuring security and confidentiality standards are maintained. Conduct monitoring and evaluation of the impact and effectiveness of program interventions for affected populations. Respond to requests for information related to data from the public, media, other state agencies and within the NDDoH. Update and maintain the HIV/STD/TB/Viral Hepatitis Program website with current statistics and charts. Attendtrainings, conferences and workshops to increase/enhance knowledge and expertise. Provide epidemiological assistance to other programs within Division of Disease Control (DC) as needed/requested. Perform NDDoH emergency response activities as needed/requested. Lead the development and update of the annual HIV/STD/Hepatitis/TB epidemiology profile. Prepare and perform HIV, Viral Hepatitis and STD presentations as needed. Coordinating data gathering and reporting activities to ensure that the appropriate types of data are being gathered to measure necessary outcomes and quality indicators. Co-writing the HIV/Ryan White Quality Management plan with the Ryan White Quality Management coordinator. Compiling, summarizing and analyzing program data for reports, meetings, grant applications and presentations. Make model changes, improvements and updates to the HIV, Viral Hepatitis and STD modules in the disease surveillance system (Maven). Responsible for changes to question packages in Maven in regards to HIV, Viral Hepatitis and STDs. Develop reports in Maven with guidance from program staff. Create print templates in Maven. Make changes, updates and validate extracts in Maven. Develop, change and update workflows in Maven. Assisting in other duties as identified by the program manager.
