POSITION DESCRIPTION
Design and develops systematic measurement tools, monitoring of processes and an associated feedback loop that confers error prevention. Maintain a desired level of quality in all data systems. Create, coordinate and execute data analysis platforms. Develop accurate and efficient collection of data elements for evaluation and reporting purposes. Steer development of measures relevant for quality assurance pertaining to quality assurance.
JOB DUTIES:
Design, develop and implement systems of data collection and managing client level data, program level data, and agency level data for all reporting requirements including Part A, Part B, Part C and Part D Ryan White programs
Facilitate implementation of quality assurance programs with each department and service of the agency
Design and develop data management systems, analysis and evaluation procedures and reports
Develop measures relevant for quality assurance programs.
Engage staff, volunteers and community wide collaborators in process of organization evaluation efforts including data audits where relevant
Oversee extraction, transformation and loading of data inter-system and intra-systems
Create and manage data systems protocols and procedures
Develop and manage consumer advisory group for the agency
Design and develop satisfaction and suggestion box surveys for all services and programs
Facilitate sub-contract monitoring for funded services
Oversee reporting requirements for grants.
Monitor caps for data and financial reimbursements
Coordinate with CEO and CFO to meet financial reimbursements
Coordinate data for utilization review while maximizing quality
Assist in data and information gathering to generate information used in grant writing
Comply with internal and external reporting requirements in a timely and professional manner
Demonstrate consistent team-oriented work style with other staff
Supervise data entry teams to meet reporting and invoicing objectives
Supervise interns and volunteers for the department
Other duties as assigned.

POSITION REQUIREMENTS
Education, Work Experience, Knowledge & Skills
Master’s degree or relevant experience in related field
Experience with SAS/STATA/SPSS or other relevant software analytical and programming packages required
Expertise using Microsoft Access, Excel and Power Point required
Knowledge and understanding of Qualitative and Quantitative analysis methods Knowledge of relational database structure (e.g. MS Access) is critical
Data entry, analysis and interpretation experience using SPSS, Excel, and Access required
Excellent verbal and written communication skills
Must be detail oriented and able to follow through on complex projects and multiple tasks
Ability to schedule work production to meet timelines
Must have ability to relate to all persons
Ability to handle multiple priorities and meet deadlines
Ability to think proactively and function independently
Excellent interpersonal skills and ability to work effectively with others in the workplace
Ability to work with different data formats from diverse sources, approaches for doing so, and associated issues/challenges
